SUMMARY: This position is responsible for the management of one or more medium to large-sized, moderate to highly complex projects business program projects and/or technology-enabled projects which are implementing the enterprise architecture. This requires extensive interaction with technical staff, internal AAMC program management staff, external constituents and vendors. It requires the ability to effectively communicate, lead, and manage project teams on projects with high levels of functional and architectural integration. The incumbent will be responsible for managing all aspects of projects over the entire life - initiate, plan, execute, control, close. S/he will be responsible for managing the traditional project management functions.

The incumbent will provide leadership strategic and technical in the implementation of new principles, new methods and new tools via the projects he/she is managing. He/she will catalyze the growth and learning of others, set a standard to guide others and, by example, raise organizational competency in project management.

This position leads across-organization project teams. This position does not supervise any direct reports. This position manages matrix resources performing specific responsibilities on assigned projects. This position will conduct interim and post-project performance appraisals for project team members. Performance of matrix resources will be communicated to and addressed with supervisors as necessary. This position may be called upon to review and evaluate the work of contract employees related to project activities and provide technical liaison with vendors who provide software contracting services or support.

This position requires frequent and close contact with AAMC staff, users, department heads and other representatives, external vendors, AAMC contractors and consultants.

This position requires a very high degree of independence, with little direct supervision. Position will report to the Sr. Director, Project Management Office.

RESPONSIBILITIES:
* PROCESS and STANDARDS: Complete and manage project activities using the AAMC industry standard project management process and SLDC to ensure a consistent approach to project completion with other similar projects within the organization. Take initiative to drive change in processes and standards. Act as a mentor as needed. Contribute to periodic evaluation and revision of the AAMC Project Management processes, artifacts, templates and best practices.
* STRATEGY, VISION and COLLABORATION: Ensure that during tactical execution of project, the broader strategic and architectural context is applied to the project. Demonstrate ability to influence and gain support from people over whom they have no direct control. Identify and help resolve problems and challenges in advancing architecture plans. Identify and help resolve problems and challenges in enhancing architecture plans. Contribute to aligning the enterprise architecture to business requirements.
* RISK MGMT: Conduct the AAMC Risk Management Methodology on strategic business initiatives and projects including risk planning, identification, analysis, risk response planning, monitoring and control. Continually include, in their day-to-day contacts and activities, measures to reduce the risks most likely to ruin a project.
* COMMUNICATION and DIPLOMACY: Use past experiences and successes to meet major project challenges despite complexity, risk. Act as a skilled diplomat and leader in negotiations with all business leaders and stakeholders. Identify group conflict and facilitate resolution.
* MANAGEMENT and ALLIANCES: Manage projects undertaken by the Association in a manner that ensures their alignment with the organization s strategic objectives and priorities. Establish and maintain alliances with other departments and organizations by recognizing dependencies in order to assess potential partnerships, collaboration and commitments to the project or initiative.
* PLANNING: Plan projects in order to accomplish its goals within constraints such as time, cost and agreed quality standards. Construct project plans that reduce uncertainty, improve efficiency of project team, increase understanding of project details and delineate activities and durations
* SCHEDULE/TIME MGMT: Define all project activities and milestones required to meet project objectives and deliverables. Properly sequence tasks and estimate effort with project team members executing the work. Develop, baseline and determine critical path for the Project Schedule. Crash, fast track and level the project schedule as necessary. Regularly monitor progress/completion of project tasks and report schedule status. Take corrective action as needed to rectify deviations from published schedule.
* PROJECT MONITORING AND CONTROL: Observe project execution to identify all project barriers, obstacles and deviations from plan and identify strategies and approaches to overcome these barriers. Conduct typical project closing activities including formal review with business partner.
* KNOWLEDGE AREAS of PM: Manage the knowledge areas of Project Management on each project including: scope, time, cost, resources, communication, project integration, procurement and quality. Take corrective action as appropriate as deviations occur.

Requirements

* Requires a Bachelors Degree, Project Management Professional (PMP) certification, plus a minimum of 7 years of experience in the development, implementation, and maintenance of large-scale systems, preferably across multiple hardware and software platforms.
* 5 years of management experience are required, in which one or more of the following occurred: Demonstrated high competency in the execution of multiple large projects; demonstrated competency in strategic thinking and leadership with strong abilities in relationship management; experience in managing resources to meet goals across multiple projects: experience leading multidiscipline, high-performance work teams/groups: competency in developing efficient and effective solutions to diverse and complex business problems; experience successfully meeting major project challenges, and delivering successfully, despite project complexity and risk.
* Significant experience and knowledge in new computing architectures and implementation of networked computing structures, preferably utilizing UML, SOA techniques implemented using Java, Oracle, XML or Web Services is required.
* Proven ability to manage key stakeholder interests in a dynamic culture while at the same time managing conflicting priorities and business interests.
* Ability to organize and work effectively with project teams of staff across departments and divisions, constituents and vendors.
* Knowledge and prior experience in the business operations, organization, and administration of medical schools and/or academic health centers desirable.
* Excellent oral and written communication skills required including ability to make effective presentations, create project documentation artifacts, and interact effectively in negotiations and team settings serving multiple levels of constituents.
