The Senior Systems Analyst/Project Lead is responsible for working the complete life-cycle of the development of a project, will design, develop and test complex system level software or modify and maintain existing applications. They will work with a senior team of engineers to build applications in the .NET framework using C#, ASP.NET, Java Script, HTML, SQL, XML, and XSL in a Microsoft Windows environment. Additional responsibilities include the diagnosis and correction of application/network problems.

Responsibilities:

* Provide direct guidance in planning, designing, programming, documentation and implementation of new and existing applications
* Participates in program analysis and system design preparatory to development of programs
* Responsible for advising on operating problems of assigned programs
* Guide users/process owner in capability assessment, business case, and requirements planning
* Define and/or validate project deliverables, schedule and resource requirements based on team and other constituents inputs
* Develop and/or validate project plan including statement of work and tasks due dates.
* Ensure that project tasks stay within the defined project scope, identify and estimate change control opportunities
* Ensure that regular reviews are held to evaluate project progress at the appropriate points in the project life-cycle. Provide written project status to Stakeholders and management at regular intervals
* Ensure that solutions meet general 3E computing requirements, as well as specific project requirements, and integrate well within the existing and planned 3E computing environment
* Coordinate the creation or modification of system documentation. Ensure that system descriptions and operating instructions are developed as required
* Identify need for ongoing support services.
* Assure project deliverables are timely and of acceptable quality.
* Align with IT Application Development department vision, goals and objectives
* Support and promote department and projects from a team perspective
* Provide and promote customer services according to IT Application Development department standard
* Provides technical assistance and coaching to peer and lower level developer to ensure that they follow the appropriate technical/process standards and that previous lessons learned are leveraged by current project
* Bring to the attention to IT management those condition outside of the Sr. Systems Analyst/Project Lead s ability to correct which impede the successful completion of the project

Qualifications:

* Solid, long-term experience in a Sr. Systems Analyst/Project Lead role with a thorough understanding of project cycles, software development environments, and source control (VSS)
* Familiarity with both winform and web-enabled/Internet-based application development
* Must have a solid working experience with .NET Framework, C#, ASP.NET, Java Script, HTML, SQL, XML, and XSL in a Microsoft Windows environment.
* Oracle 9i experience, a plus
* MS SQL 2008 development experience, a plus
* SSIS 2005/2008 development experience, a plus
* Experience with Windows Services and Web Services a plus
* Experience with MSMQ and Nunit is a plus
* Image processing and document management experience is a plus
* Strong written and oral communication skills
* Ability to identify, prioritize and execute tasks to meet critical project deadlines
* Exhibits good judgment and is able to recommend and produce solid solutions for a wide range of complex problems
* Ability to take ownership of extensive development tasks

Experience/Education Requirements:

* 5+ years solid web development experience
* 5+ years full cycle n-tier object oriented design and development
* 2+ years experience with Microsoft .NET development suite
* BS/BA in Computer Information Systems/Computer Science is desirable
* Environmental, Health and Safety or Chemical knowledge, a plus
