The City of Kent is currently accepting applications for the position of Engineer II-Engineering Plan Review (TLT). The primary functions of this job include reviewing projects and plans and issuing related permits. The individual in this role will be critical in both the plan review and construction phases of the Federal Way Link Extension project. Possession of the requisite engineering skills and the ability to collaborate effectively with individuals at all technical levels are essential for success in this position. The ideal candidate will have a bachelor's degree in civil engineering or a related field, along with at least three years of relevant work experience. Engineer in Training (EIT) certification is required; a Professional Engineer's (PE) license is preferred. If this sounds like a good fit for you, we invite you to apply for this position.
This is a temporary limited term (TLT) position for which funding has been approved to begin on July 1, 2019, with an anticipated end date of December 31, 2023. Under the direction of the Development Engineering Manager or designee, perform professional engineering duties related to project/plan review and permit issuance; evaluate utilities, stormwater management systems, road design, site work, and property-related issues, for consistency with applicable City Codes, agreements, ordinances, and regulations. The incumbent's work includes, but is not limited to, the Federal Way Link Extension project.
Work is characterized by working with city staff, Sound Transit staff, applicants, developers, contractors, utility districts and consultants. The incumbent serves as a professional/technical advisor, making decisions requiring collaboration with professionals at all technical levels. The incumbent specializes in reviewing engineering designs, cost estimates, construction plans and specifications for the public works elements of construction projects prepared by other professionals. The incumbent works during the plan review, and construction phase of projects, including the Federal Way Link Extension.
Work is performed under limited supervision. The supervisor sets the overall objectives and resources available. The incumbent and the supervisor work together to develop deadlines and work to be completed. Incumbent is responsible for the work; plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. The incumbent is also required to occasionally visit construction sites to inspect work progress and communicate with the construction engineer. Incumbent keeps supervisor informed of progress, potentially controversial matters, or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.
|Essential Duties and Responsibilities:|
Provide professional and technical support to the applicants and their representatives (i.e. architects, attorneys and engineers).
Attend meetings with City permitting staff to discuss issues throughout the duration of the project.
Provide review to Sound Transit's design-build consultant for all aspects of civil construction including streets, sidewalks, sanitary and storm sewers, water mains and other civil engineering projects in accordance with established standards of safety, efficiency and cost effectiveness.
Analyze project requirements, physical location and other pertinent data; evaluate existing engineering drawings, maps and survey data; determine appropriate materials and information required for design purposes.
Review and coordination of utility franchise agreements.
Visit proposed sites to evaluate onsite and offsite conditions, such as drainage and traffic issues.
Work with the City's Federal Way Link Extension Liaison to resolve issues with City staff.
Represent the City at meetings and be able to explain needed requirements to the applicant and representatives.
Review complex engineering construction plans and documents for conformance to the City's Construction Standards, codes, and ordinances; verify compliance with Development Agreements; evaluate design of street utilities and other related systems.
Participate in engineering and construction related meetings.
Interpret and explain City, State, and Federal, codes, ordinances, specifications, policies, procedures, and standards.
Coordinate the flow and filing of project plans, calculations, permits, correspondence and records.
Review and analyze proposed storm drainage plans and calculations for conveyance systems, storm drainage quality and quantity control systems, and TESCP measures.
Participate in task force, design and construction meetings to expedite permitting of the Federal Way Link Extension Project.
Review and approve revisions to construction plans as assigned; resolve construction challenges with inspectors and contractors as assigned; participate in reviewing as-built plans for overall conformance with approved plans as assigned; and attend final walk-through inspections to identify and list construction deficiencies as assigned.
Assure that project designs are in compliance with a variety of federal, state, and city laws, codes, ordinances, agreements and regulations governing construction projects.
Establish and maintain cooperative working relationships with the public, utility companies, property owners and engineering consultants; resolve concerns, issues and complaints as necessary.
Review documentation related to public right-of-way, easements and covenant agreements.
Actively support the vision, mission, values, and goals of the department and the City.
Perform related duties as assigned.

|Education, Experience and Other Requirements:|
Education: Bachelor's degree in Civil Engineering or related field; and
Experience: Three (3) years of technical Civil Engineering design experience as well as experience reviewing development proposals.
Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.
