KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of basic design and construction criterion of water works as per TCEQ (Texas Commission on Environmental Quality).
  • Knowledge of the principles and methods of administration, organization, and supervision.
  • Knowledge of the rules and regulations under the Texas Commission on Environmental Quality.
  • Knowledge of plumbing and mechanical equipment repair.
  • Knowledge of preventive maintenance and repair of water and sanitary sewer main lines.
  • Ability to use gasoline and electrical powered hand tools.
  • Ability to read and interpret mechanical equipment maintenance manuals.
  • Ability to supervise and organize water works projects.
  • Ability to keep moderately complex records, to assemble and organize data, and to prepare reports from such records.
  • Ability to provide effective leadership and coordination in developing solutions, recommending new techniques, and supervising staff.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
Work is performed inside or outside an office, stockroom, or warehouse.  Work may be exposed to a variety of weather conditions and outdoor elements, such as: excessive dampness, chill, heat, humidity, and intermittent noise. Work may be exposed to a variety of environmental conditions, such as: inclement cold weather, unknown & dangerous conditions, unusual environmental stress, contagious infectious disease and irritating chemicals, life-threatening situations, dry atmosphere, dirt, grease, oils, silica and asbestos, dust, constant noise, pneumatic vibrations, fumes, smoke, gases, radiant and electrical energy, and slippery/uneven walking surfaces. Capable of working closely with others or alone, working long or irregular working hours, working shift work and/or weekends, working with protective devices, working below ground, working around moving objects or vehicles, working on ladders or scaffolding, working with hands in water, working around machines with moving parts and objects, and traveling by car, van, or bus 60% of the time and by plane 2% of the time.  Ability to operate a motor vehicle, mechanical and office equipment; Work requires light to heavy carrying and lifting (15 pounds up to 44 pounds and over), pulling hand over hand, simple grasping, dual simultaneous grasping, repeated bending, sitting, standing, pushing, crouching, crawling, twisting, kneeling, stooping, walking, climbing stairs and ladders, and reaching above shoulders.  Ability to see, write, read, count, identify shade of colors, and hearing is needed to perform the essential functions of this job.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
  • Supervises field crew, including recommendation for training and performance evaluations; enacts personnel actions to ensure productivity and that quality standards are maintained.
  • Responsible for overseeing the various construction projects, preventive and corrective maintenance of the various conveyance and control mechanisms utilized in the water distribution and sanitary sewer systems.
  • Maintains records of various materials used in field operations on a daily basis.
  • Ensures maintenance and repairs of all equipment utilized in the daily field operations are scheduled and performed accordingly.
  • Oversees the daily field activity and ensures activity is performed in an efficient and safe manner.
  • Inspects all mechanical, electrical, and automotive equipment for any signs of water; performs preventive maintenance and minor repairs including replacing belts, oil seals and bearings, light bulbs, blown fuses, small electrical motors, electrical outlets, etc.
  • Reports all failures to the immediate supervisor.
  • Lubricates all mechanical and automotive equipment, pumps, motors, gear boxes, etc; checks and changes oil at routine intervals.
  • Keeps records of all equipment serviced and replaced; maintains parts inventory; orders parts and supplies.
  • Repairs other equipment such as water pumps, televising equipment, chemical feeders, plumbing, etc.
  • Carries out the City's Customer Service Plan.
  • Assists in maintaining good communication between staff, visitors, and other business contacts.
  • Respond to emergency and after hour calls.
  • Must follow all rules of telephone courtesy in all telephone communications.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

Minimum Qualifications

High School Diploma or G.E.D.
-AND-
At least five (5) years of experience in preventive & corrective maintenance.

-OR-

At least two (2) years of City of Laredo full-time employment experience.
-AND-
At least five (5) years of experience in preventive & corrective maintenance.

Valid Licenses and Certifications

A valid Texas Commercial Driver License (CDL) class A is required*

*If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
