Job Description

Overall Job Objective


Serve as project engineer in the development and technical review of project plans and specifications for the Engineering Branch of the Public Works Department (PWD) and manage construction, flood control, transportation planning, and traffic control projects according to project time lines, budgets, state and Federal regulations, County policies and codes, environmental and water quality laws, and roadway regulations under basic supervision.

  • Serve as project engineer for PWD Engineering Branch, develop, review, and approve plans and specifications for assigned PWD engineering projects, perform specialized technical studies, and perform work within scope of authority and training in assigned area of responsibility.
  • Evaluate plans and permit applications to verify technical accuracy of project specifications, inspect projects and analyze technical reports to assure on-site work meets County regulations and PWD design standards, and monitor compliance with contract specifications, cost controls, and project completion milestones.
  • Develop transportation, traffic control, flood plain management plans, and other specialized engineering specifications and technical documents and manage the review, approval, and implementation of plans and projects.
  • Advise clients on technical issues and apply knowledge of civil engineering and construction standards to project management duties and research and evaluate plans and technical documentation to maintain PWD quality standards.
  • Review details of infrastructure in areas adjacent to PWD projects, verify all engineering issues are addressed, identify problems and resolve technical issues, and acquire right-of-way and easements as needed.
  • Verify construction and maintenance work is completed according to specifications and that project deliverables meet PWD cost and quality requirements, approve payment requests, review technical and analytical reports, and make technical estimates of a specialized nature for projects, contracts, and regulatory issues.
  • Coordinate project plans with clients, engineers, regional agencies, and municipalities and prepare project reports for regional organizations, the Pinal County Transportation Advisory Committee (PC-TAC), and outside agencies.
  • Maintain and update computer files, tracking systems, and databases and write technical documents and reports.
  • Prepare and compile bid documents and specifications, define scope of work, and solicit bids and quotes.
  • Follow all safety rules and regulations, utilize proper safety precautions in all work performed, and report safety hazards, equipment problems, and emergency situations to supervisor immediately.
  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.
  • Perform technical review of drainage reports, floodplain use permits, CLOMRs & LOMRs, grading & drainage plans, and subdivision plats. Determine compliance of construction plans and proposals with County Floodplain and Drainage Ordinances
  • Utilize a variety of hydrologic & hydraulic modeling programs for design and review of projects.Programs utilized include but are not limited to HEC-1, HEC-RAS, HEC-HMS, FLO-2D, HY-8, FLOWMASTER
  • Provide technical assistance to Flood Control Section Chief and other Pinal County sections as needed.
  • Provide input and active participation in the Siteplan and Subdivision review process
  • Coordinates communication of engineering issues with permit applicants, land developers, design engineers and other Pinal County Departments
  • Provides leadership and technical assistance to Flood Control Section Chief and other Pinal County sections as needed.

Minimum Requirements


  • Bachelor's degree in Engineering.
  • Four (4) years of professional engineering experience.
  • Valid Arizona State Driver's License.
  • Registration as a Professional Engineer by the Arizona State Board of Technical Registration.
 Preferred Qualifications:
  • Registration as a Certified Floodplain Manager (CFM)
  • Specific technical training and certification may be required.

Supplemental Information

Knowledge, Skills and Abilities:

  • Knowledge of principles of civil engineering programs, land-use planning, and construction project management.
  • Knowledge of Federal and state codes and regulations governing civil engineering and public works projects.
  • Knowledge of fundamentals of civil engineering plans and specifications and advanced mathematics and physics.
  • Knowledge of materials, methods, tools, equipment, and supplies used in PWD engineering projects.
  • Knowledge of technical drafting principles and mapping and construction survey methods, techniques, and procedures.
  • Knowledge of personal computers utilizing standard and specialized software, including GIS and AutoCAD software applications used in planning, mapping, and statistical analysis.
  • Knowledge of record keeping and file maintenance principles and procedures.
  • Skill in interpreting and applying state laws and County policies and procedures governing PWD functions.
  • Skill in interpreting and applying engineering standards and Federal and state regulations and procedures.
  • Skill in analyzing and evaluating technical engineering data, construction documentation, and PWD files and reports.
  • Skill in checking designs, details, estimates, plans, and specifications of engineering projects.
  • Skill in interpreting technical instructions, analyzing complex variables, and reviewing and verifying mathematical calculations.
  • Ability to apply engineering theory and skills to solve engineering project issues and problems.
  • Skill in operating, calibrating, and maintaining specialized engineering tools and equipment.
  • Skill in applying algebra, geometry, and trigonometry to complex mathematical problems and making accurate computations.
  • Ability to promote and enforce safe work practices.

The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  The work also requires the ability to climb, crawl, crouch, finger, feel, grasp, handle, reach, perform repetitive motion, kneel, lift, pull, push, speak, hear, stand, stoop, walk, operate motor vehicles and/or heavy equipment, and demonstrate visual and mental acuity. 
Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
