Summary:
Drives consultative value creation at PHS by applying expertise in the integration of one of the following key business areas; clinical, revenue-cycle and enterprise business applications. Functions as the IT functional expert in assigned areas to provide consultative support to IT application leaders in the assigned areas .Works closely with IT application leaders to identify and facilitate the achievement of key measurable outcomes that achieve strategic value. Will be responsible for developing functional requirements, ROI analysis, RFP process and overall selection of solutions to solve business problems. Will perform independent research of subject matter areas, to provide insight into possible value creation opportunities with the use of technology. Understands business goals, priorities and strategies and collaborates with Technical Architecture & Service Level Management to develop technology based solutions aligned to run-the-business, grow-the-business and transform-the-business that meet business.. Provides highly-valued strategic consulting level support and guidance and acts as a trusted advisor and key contact for IT and business executives

Responsibilities


Responsibilities:
Articulates business value and strategy for the purpose of coordinating with the PHS enterprise strategy around clinical service lines, primary care, revenue cycle improvements and health plan growth and operations, to ensure that technology is fully leveraged to achieve operational and service excellence.

Research how external provider and payer organizations are using clinical and care management and revenue cycle to achieve and exceed industry best practices in key performance metrics applications.

Work closely with IT application VPs and directors to build out the application portfolio and roadmap to support clinical applications, revenue cycle applications, enterprise applications, care management and claims processing.

Analyze projects in the application and technology portfolio to identify specific measurable outcomes expected of each project in the portfolio, work closely with business leaders to validate these measurable outcomes and ensure that processes are in place to measure outcomes.

Review existing application and technology portfolio to determine if redundant solutions can be eliminated to improve quality and efficiency while reducing total cost of ownership. Work closely with application leaders in a consultative manner to improve the consultative value of application offerings.

Support PMO efforts to manage and mitigate risk, create communication plans, propose and validate implementation strategies and help to validate scope.

Responsible for executing the ITIL Demand Management process by identifying and anlyzing patterns of business activity (PBA). Ensure services are designed to meet patterns of business activity and targeted business outcomes. Anticipate and manage demand exceeding capacity. Provide future business capacity planning information to the Capacity Management process Manager.

Will round in assigned business areas are integrate with operations to better understand value creation and business relationship management opportunities for using technology.

Qualifications


Other information:
Core Experience and qualifications and skills.
Requires Bachelors degree in ITor business related field
Masters degree or doctorate preferred.
8 years of IT and/or Business experience with at least 4 in a consultative role.

Project management experience.
Experience developing and presenting formal business plans and/or business proposals

Excellent presentation and communication skills needed.
Financial acumen around ROI and NPV analysis.
Domain Specific Experience

Enterprise Business Applications 8 years IT and/or Busniess experience with the following:
*Enterprise Resource Planning Systems
*Office365 (Email, Sharepoint, Skype, etc.,.)
*Contact Center (Genesys, workforce mgt, IVR, contact center technologies)
*Governance, Risk and Compliance (GRC) platforms

Health Plan 8 years IT and/or Business/Health Plan Payer experience with the following:
*Claims processing and eligibility application
*Portal and web application
*Financial systems
*Care Management

Clinical Epic - 8 years IT and/or Business experience with the following:

*Epic & EMR experience
*Epic Ambulatory & Inpatient
*Experience working with applicable applications like cardiology, radiology & imaging
*Population health data strategy experience
